Fingerprint module no response usually are ASSY problems.
Main board:

Please swap the panel, sub board, and IOFPC on the testing fixture.
2.
Check CON1702 for any SMT issues.
Sub board:
1.
Please swap the IOFPC and panel on the testing fixture.
2.
Check the contact between the FGP FPC and CON3303.
3.
Check the FPC if there are any ripped area.
