If all three conditions are satisfied, then BCR sends a request for this PDO with Operating Current set to ISNK_COARSE
+ ISNK_FINE.

If any condition is not satisfied, the BCR device requests 5V (PDO #1) with 900mA Operating Current. The BCR device
